The Indian Ministry of Defence (MoD) has introduced guidelines that will influence its decisions in selecting private-sector companies to partner with foreign contractors on projects to licence-produce defence equipment in India.
• The guidelines are applicable in defence procurement that proceeds through the DPP's ‘buy and make’ category through which the Indian MoD acquires from a foreign vendor, which is committed to transfer technologies and knowhow to an Indian partner to facilitate localised manufacturing.
• a requirement for the selected private-sector company to be Indian owned and hold a defence industrial licence at the time of bidding. Selected companies must also demonstrate capability to absorb incoming technologies and have at least two years’ experience in manufacturing in the sector related to the main procurement.
• The guidelines also outline requirements for private-sector firms to meet certain financial obligations including one stating that a selected company’s annual turnover should not be less than 10% of the estimated cost of the local production element of the procurement programme.
